When a student has been suspended for more than 10 days, that amounts to an expulsion, which amounts to a change of placement. IDEA’s discipline procedures require schools to conduct a “manifestation determination review.” The purpose of this review is to determine whether or not the child’s behavior that led to the code of conduct violation is linked to his or her disability.
